Evidence suggests that finding somebody employment after they leave prison can significantly reduce the risk of that individual re-offending again.

The Department for Work and Pensions (DWP) and the Ministry of Justice (MOJ) are working together to explore how joint interventions can meet their shared objectives. Since March 2012, all people who leave prison and sign on to Jobseekers Allowance have been referred to the Work Programme to receive intensive employment support.

The Government is also conducting employment and re-offending pilots in Wales and parts of the West Midlands, which if successful, could prove to act as blueprint for future joint commissioning to find people sustainable employment and reduce reoffending.

Current activity

ERSA runs a joint forum with the Association of Employment and Learning Providers (AELP) that focuses on improving the employability and skills of offenders and ex-offenders. The forum is open to all members and is used to shape our policy in this area.

In 2012, the forum asked ERSA to conduct a detailed early review of prison leaver provision on the Work Programme that included a number of recommendations for improving join-up and information sharing between the various different agencies involved in supporting prison leavers. 

More recently the Forum developed a joint piece of marketing material to be used in prison to explain the process of coming onto the Work Programme.
